Formula explanation
Mbps = Kbps ÷ 1,000
Reverse: Kbps = Mbps × 1,000
Since “kilo” = 1,000 and “mega” = 1,000,000, there are exactly 1,000 kilobits in one megabit. Divide any Kbps value by 1,000 to convert to Mbps. No byte-to-bit conversion is needed.

Your router QoS limits a device to 5,000 Kbps. In Mbps that is 5,000 ÷ 1,000 = 5 Mbps, or 0.625 MB/s — enough for 720p video but not 4K.
